Shifting a 1999 Carry into 4WD

Purchased a 1999 Carry about 3 months ago. 4WD was not shifting when I purchased it but otherwise running fine.

The 4WD shifter will only move a little.

4WD light is lite on the dash.

4WD shifting linkage in center console seems to be working ok and cable seems to be free.

What little I can move the shifter, moves the arm on top of the transfer case.

I have the same results with the engine off or on.

    Any suggestions?

OK, had a little encouragement, but it only lasted a few minutes.

Got it to shift, don't know how.

Shifter is in 4H, but I don't believe it is engaging.

I got it to shift into 4L, could hear the servo behind the dash. Shifted it into 2H, 4WD light went out.

Drove about a 1/2 mile to gravel and shifted it to 4H, could not feel any wheel hop. Shifted it to 4L and did get wheel hop.

Shifted it back to 4H, no wheel hop and and now it won't move again.

I heard the servo several times during all this shifting.
