Recently I purchased front brake pads and new rotors for a 1993 Subaru KS4 Sambar. Part number for shoes are : D2118 Pad,Kit Disk Brake Part number for rotors are : Brake Discs 26311TA001 The caliper is fully depressed and I double checked the old rotor and shoes with the old ones and they are the same dimensions just not worn. I tried placing the new brake pads on with the old rotors just to check and that did not work either. It is like the new brake pads are to thick. Has anyone encountered this before?

Thanks for sharing https://www.jnbk-brakes.com/ This is a great resource. I measured the thickness of my brake pads 16.6 mm. This is from the supporting back to the front. The rotors are 18.84 mm thick. The part number on the shoes gives me something very different on https://www.jnbk-brakes.com/. As you can see they look exactly like the Sambar brake pads. https://www.jnbk-brakes.com/ website states 14.8 and I assume mm for the thickness. I wonder what they are measuring from? I use the GDB3136 pad from TRW. PartSouq usually sells them for about $5 a set plus shipping. It looks like they may be clearing them out, as they are $0.47/set right now! ] SOLUTION SOLVED [ The correct brake pads are 15.3 mm in outer diameter, that is from brake pad front to the back supporting plate. This is how thick the correct pad measures. Anything greater will not fit.
Instead of getting soaked by the mini truck parts thieves, I took my old pads to a brake re builder, and had mine relined, for a fraction of the cost! Limestone
