    here is an e-mail i received from a contact in japan. this is something we need to pursue. here is the e-mail.

    Australian importers faced a similar issue of greatly increased costs, including crash tests to get a particular model approved for importing. Companies sprang up which gained the approval and than sold off "evidence packsges".
    Originally the government required every importer to crash test the same model, though this line softened to allow approved engineers to develop and sell the "evidence package".
