Pull the vacuum line off the top of the vacuum actuator. Install a vacuum pump and apply vacuum, watch the lever and see if it moves...had one that the actuator was ok, but the lever in the diff was seized and would not move at all. Had to pull the front cover off the diff and free it up. You can do this very carefully with the wheels off the ground and in 4x4 to see if the diff will engage with it running...
Hey Bigmac, I don't suppose you have any pictures of the front diff opened up? I might have a similar situation going on (at best) or something broken (at worst). Appreciate any extra info you can provide!
