Stuck Brake Drum

I have a 91 Sambar with a stuck RR brake drum. If I pry a little bit on the back of it, I can see it move slightly relative to the studs, so it appears that the brakes are stuck open as opposed to a rusted drum being the culprit. I made sure that the parking brake was off and the LR spins freely, so that doesn't appear to be the issue. When I pulled the RR tire off, the whole axle was wet too, so there's a big mess of some kind going on back there too.

Does anyone know if there's an adjustment hole on the back of the brake assembly like you normally see on drum brakes? I couldn't find one. If not, I guess I'm going to have to put a drum puller on it and hope for the best...

    Thanks for your help!

This used to be a fairly common occurrence when an old, not used,
Parking,(emergency), Brake was used, and it was frozen,(rusted)!
Lube and work as much as you can, possibly freeing it up!
Sometimes, a fairly Large Hammer will help free up a stuck Drum!
Working it slowly, while rotating it easy both ways, and usually it will Rotate,
more one way over the other!
    Good Luck!
