first off thank you very much for the video super helpful. That being said my friend has a 91 s83p jumbo and he is having trouble starting. Has to hold the gas to start it and keep it running We decided to check the choke. Upon looking we saw that when you push the bar that has the screw it in, it is not moving all the linkages like it is in the video. We think there is a problem with the spring on the white gear. everything was a little tight but we did lube it up Why would nothing move when we push that bar? Also none of the idle adjustments do anything? However when we did adjust the cold idle screw it made the throttle stick, so when you would rev the revs would stay high for 3-8 seconds. I know this is a lot of info but any help would be great

The screw you were adjusting is actually to adjust the idle while the engine is under a load like A/C or airconditioner. If you want the engine to idle higher while its cold then you need to be adjusting screw #5 in the pictures from G&R.
