Honda Acty with Rev limiter at 5K rpm until warm?

    I have 2 acty's. A 91 SDX 4wd and a 94 Crawler.

The 91 has no rev limiter (other than the 7500rpm one, what I'm never near)

The 94 Crawler limits rev's to 5000rpm until the truck it warm. Problem is, in our cold northern canada weather, it might take an hour before the rev limiter is removed allowing to rev past 5000.

On the highway, the crawler on has 4spd, so 80km/h is max speed at 5000rpm, where the limiter actually starts kicking in at 4800rpm. Very annoying, epecially since the truck is full warm after 10 minutes of driving AND i keep it in my heated garage. Its almost like its a ambient temp sensor, not engine temp sensor???

Any clue how to remove this limiter? Is this just a crawler thing or do other guys with newer acty's have the same problem?
