Looks like the page is wrong about Hondas. Per the article -“ By the way, Toyota, Nissan, Daihatsu, and Mitsubishi are the only domestic manufacturers that have cold region specifications, and Honda, Mazda, Subaru, and Suzuki do not have cold region specifications.“
That article is in general about cold climate versions (not Kei cars), maybe the other Honda cars do not have such special cold climate equipment. But the listed items make sense for cold climate
