Another locker question?

Just bought my first mini - 1990 Suzuki 660 Carry. It has the lever you pull for four wheel drive as well as an axle lock button on the dash with indicator light. The light goes on when you shift into four wheel and stays on when you shift back to two. I can push the button in two wheel to turn it on or off but it stays on in four wheel no matter how much you push the button.

The question is what is this axle lock is supposed to do? Does it work on the transfer case or the rear diff? I can't understand what it would do to the transfer case given the manual two/four lever and the ability to engage it in two wheel. The little bugger went anywhere yesterday but today is spinning one front and one back wheel in tough situations. I'm guessing something has happened with the axle lock but I want to understand it before I start trying to diagnose it!

Any and all help is appreciated!
