95 carry high idle

    Picked up a 95 carry that had tons of people mess with it before we got it. Traced vacuum lines best as possible from diagrams on here. Egr is taken off and blocked along with the vacuum on the carb and thermo vacuum sensor in intake for egr. Timing is set by the T mark on flywheel and lines on cam. When adjusting the distributor about 8 degrees the idle increases to more than I think it should be but it has good throttle response there. Throttle adjustment screw on front of carb closer to rad is not touching the throttle (throttle is shut all the way). Could it be some other carb problem or settings causing it to get too much fuel? Any ideas on what to do next would be appreciated!

    Update: It was carb problems. Wax carb adjustment didn't seem to be working and holding the throttle open slightly. Now need to look into carb repair for the wax switches or rebuild.
