I picked my welder up new for under 100 bucks.. its crappy but it does the job. The more I weld the better I get with a grinder.
I keep having issues with water washing the grease out of my wheel bearings... its very annoying and getting very expensive...
No.. you can not sand it and bondo it... if there are holes you need to cut and weld. Bondo will just allow it rust faster. You can try hit it...

did you replace the water pump at the same time? if not be sure it is spinning... My pump seized up and this is what killed my timing belt.
