I don't think this truck would classify as a works truck. I can't quote the EPA directly, but the engine in this truck might be too big. And what are the dimensions? It looks like it is closer in size to a small pickup truck than to a mini (kei) truck. Better do your research.
I've seen a lot of these during my travels in Asia. They are definitely bigger than Kei class. They are comparable to the old cab-forward vans that Toyota imported briefly to the US in the mid 80's (before the Previa). Incidently, these were available with 4wd. http://www.toyotavanpeople.com/
