I would like to know too...You think you could pay a small fee for title work and export papers and also the importers should have that info in a file for Gov. requirements, .expecially now...Has anyone requested this before?
The exporter should have an export certificate of the trucks they export. That is to say, unless they never had paperwork themselves, and the truck was shipped as "scrap". In these cases, they don't require an export doc, but that also means they didn't buy it from auction. There are numerous ways and reasons for not having the registration papers. That's the only documentation you can get from Japan.
From Japan, Once a dealer exchanges the “Shakensho” (Title) to a “Yushutsu Shomei-Sho” Export certificate, the vehicle registration office holds the old paperwork until it receives notification from Japanese customs it has been exported. Once that paperwork from customs has been received all records of the vehicle are purged from the system. Legally “scrap” vehicles are illegal to export from Japan without an export certificate. Usually they are stolen vehicles or simply abandoned trucks, stuffed in a container and sent on their way. To legally export a scrap vehicle it must be in pieces and not drivable. Cheers, Don
