Carburator Solenoid, what does it do?

My 97 Sambar died while driving with no warning yesterday. I found no spark and ended up tracing things to a blown 15 amp "engine" fuse that I followed back to what appear to be two solenoids on the carb. One on the driver's side bottom and one on the passenger side top. I found the top one to be shorting out internally when activated. Here is my question:
Does anyone know exactly what that solenoid does? I've removed the solenoid plunger, cut the wire and the truck seems to be running great. It looks like it might be closing off some kind of EVAP canister when it's not running, if so I'm thinking I can just leave it as is with no real consequences. Any thoughts?

The solenoids on the carb do two things:

One cuts the fuel to the idle circuit. That prevents run on, and would prevent the vehicle from idling, it would still run at open throttle, but not idle.

The other one could do any of a few different things:
Move into the bore of the main jet to govern the maximum engine speed, or control the vehicle top end by use of a speed sensor and control box, speed hits 25-mph, and the control box pulses the main jet in and out to keep the speed down.
It could open or close interior vacuum passages in the carb to control emissions controls. Such as the vacuum retard circuit on the distributor. Daihatsu, and Toyotas did their emissions controls solely with vacuum. Datsun/Nisan and other manufacturers did most of their emissions with electrically switched vacuum.

Hi there, where was the 15 amp fuse located? Mine won’t idle and I’m thinking it’s similar issues.

Hi there, which solenoid does which? When I look up the part, I see one is called the fuel cut off solenoid.
