(SOLVED)1995 HA4 Only Runs without airbox cover (running rich)

  1. New owner here. ~60000Km on my Acty van. purchased it from Houston Tx and had it sent up to CO.
    I had a friend test drive it down in Houston and it drove fine, when I got it here to CO it would only idle. I pulled the plugs and they were soaked. Read from a popular poster here (Shogun) that the fuel and air solenoids could be the problem. Purchased both with a carb kit from Japan (took about 8 weeks to get here) and pulled the carb. Tested both solenoids and the air was frozen. Would not move up and down at all. I have replaced and will be putting the carb back in Sunday. I cannot pass emissions here in CO. We will see if this fixes it and will update.
    The van will run fine without the airbox cover, once on it wont move an inch without dying.

    Air solenoid. Had the same problem.
     
  3. keep us updated, but that most likely was your issue. I bet it wasn't going into high idle on start up?

    Testing is fine but just for the record, my air solenoid would work intermittently. Could be driving along and all is well then all the sudden lose power and flood out. Smack it with something and back to normal.

    One more thing. I cannot for the life of me figure out why taking the air filter cover makes it all better. Somebody please explain.

    Seems to me that would indicate the inlet to the filter container is blocked or severely restricted.

    I found the same symptoms when I had the problem, even replaced the air filter, did not help, drove better with filter removed. Replaced both valves, all ok, maybe (not sure), the larger air intake volume worked a bit on the mixture with failed solenoids, I replaced:
    Acty Air Vent Cut Solenoid Acty HA3.HA4 16031-PZ3-000
    Acty Carburetor Fuel Cutoff Valve 16024-PZ3-000 . Bad Valve can Cause Rough Idle or Failure Start due to lack of Fuel.
     
  9. Follow up
    Carb reinstalled with new solenoids. Air filter cover back on and running great. Going to run over to emissions today to get it tested and see if she passes.
    Removing the air box cover allows more air intake. With the cover on too much fuel and not enough air, therefore it floods your engine and soaks your sparkplugs.

    If you remove your air filter cover and your Acty runs okay (but still rich) and with your air filter on it idles but wont drive/bogs down the Air Vent Cut Solenoid is most likely your problem. Can easily be tested with a small battery(following carb removal).

    The vent solenoid is a very common failure element, if yours hasn't failed yet, it will. When I had the problem and asked a friend who runs a minitruck repair shop, he immy pointed that out.
    Also typical symptoms are high or too low idle, black smoke, an indication that your air-fuel mixture is running rich.

  11. Another update. (Emissions) FAILED
    Emissions Limits in CO: HC PPM 220, CO% 1.20

    When I originally took my Acty in PRIOR to the air/fuel solenoid repair WITHOUT my air box cover on. these were my readings for emissions:
    HC PPM @2637 RPM-264.7 PPM
    CO% @2637 RPM-3.71%

    Yesterday (04/04/2022) when took my Acty in AFTER the air/fuel solenoid repair WITH my air box cover on. these were my readings for emissions:(They didnt put the rpms on this sheet)
    HC PPM-472 PPM
    CO2% 3.62

    I don't know if I need to remove the air box cover again or what at this point.....
     
  12. Back to this if anyone needs information on Acty Running rich-Air Box Cover off.
    Air solenoid was stuck and replaced.
    Replaced fuel while I was there.
    Still running rich but slightly better.
    Pulled carb again and took to a carb shop.

    Bypass on diaphragm and float sitting to high.
    Replaced Diaphragm and reset float.
    Cost $140

    Passed emission and running good, just made a 4 hr run 1 way to Great Sand Dunes National this weekend.

    thanks for that info, what are the p/n's of the diaphragm and float, better to post for future cases
