Got home with the 95 Sambar normally aspirated carb, on the trailer - I drove it on myself.

Now, good battery charge, good cranking, no start.
I hear a click (relay?) when the key goes to "On," I think I am supposed to hear the fuel pump for a couple seconds? I don't, just a click.

Please confirm I should check fuel flow by pulling the line at the carb. Which one, I think I saw two entering the carb, close together in front of a flat top plate.

Weather tomorrow looks a lot better for getting into it. Nasty now.

fuel pump isn't the only thing that delivers fuel. There is also a fuel cutoff solenoid that if it has a blown fuse or is bad, can also cause a lack of fuel..

Thanks, OD. I have no manuals. Where are the fuses, in particular for the shut off solenoid? Remember, I just got my first look at this creature. I was going to unload it into the garage and find things, but . . .
You're saying, if I pull the carb feed hose and have no flow, I still need to track why?

Pump itself, shut off solenoid, plugged filter - what else?

The trailer ride home had its jarring moments on bad road, fwiw.

SOLVED! Pulled the plugs and they were still gas-soaked after 48 hours of sitting. Cleaned em up and reinstalled. Still no go. Popped the distributor cap and oh god, I don't know how the dockworkers got it going. Rotor and contacts flaky white. Scraped that off and remounted. Cranked it with the pedal held to the floor . .crank . . . .crank-sputter. . . crank-sputter sputter START! Let it warm up and 4 miles on the road. Yay!

Oh, OD, before I ran to town for a socket, I tried my standard 5/8 plug socket. It was the right one. :)

Re Choke Function. (I promise my questions will get less stupid.)

The Choke Actuator is a 'bell shaped' pot with an arm to the choke linkage.

Is Actuator Arm Extended - Choke On, or Choke Off?
