AZ Support SB1464 Street use of Mini Trucks

    I spoke to Brian Townsend, Sen Ron Gould Staff Last Tues about the bill. He said witin 2-3 weeks there will be one more read on the bill. So far so good.


    smoothstroke, you say, "Seems like ADOT is fighting this if I read this correctly".

    Can you post the link where you read this info?


    Both the AZ Senate and House Transportation Committies had to Vote on the bill before it could be allowed for voting on the floor. The transportation committies are who write transportation laws for AZ.

    So what happened with the vote ?
    Don't leave us hanging.
    Are they now legal in AZ on city streets or not ?
    I read this thread 3 times and i am still confused.

    It passed in both the house and senate. It has to be read and voted on again because they changed a couple of words in reference to crossing a road with a speed limit in excess of 35 mph. Once it is passed the Govenor needs to sign it. Speculation is it will go into affect in August time frame.

    Here we are with the bill

    The house voted and passed the bill. However they changed 2 words in the bill the required the Senate to re-vote on the bill's changes. They approved the changes and Passed the bill! Sen Ron Gould Emailed Me and said it's on it's way to the Gov to sign into LAW! The gov can veto the bill then the AZ LEG can re vote a 2/3 vote to pass it into law, but I don't see why the gov wouldn't just sign it into Law....

    ALMOST THERE!!!!!!

    I hear everything has passed and Nov 1 we will be able to tag these trucks here. I can't wait. There is so much more interest here now everyone hears about tagging them. Wish all states would do this.

    Maybe with the price of fuel skyrocketing some of these legislatures will get there act together like AZ and OK have.

    MESSAGE I SENT TO ALL PEOPLE THAT VOTED NO!!!

    Message Subject: AZ Resident Please Help!

    SB1464 was a bill that would allow a vehicle mini truck that is similar to vehicles currently and legally on the road today in AZ. The only difference is that they also have Air Conditioning and get 50mpg!!!! In addition, NO MODIFICATIONS were required to get these mini trucks up to DOT and emission standards as they come equipped.

    Sadly, people will use legal, non Air conditioned vehicles for alternative, economical means of transportation will ride in hot harsh conditions due to your no vote!

    On the road in my city, many people use these vehicles for other means of transportation safely to include of PD, Sheriffs DP, City Maintenance, and the Fire Dept. It would have been nice to let them enjoy air conditioning @ 50mpg!

    The Environment would have been better off too!!!

    A 660cc motor puts out 1/10th the emissions my Nissan Titan 5.6L motor puts out as I need to drive a truck for work!

    Many in my city have been fallowing this bill as well as mini truck forums and state off road organizations with Everyone that Voted YES and those that voted NO.

    Stevert, Wrote to my Senator, Mr. Harper. Asked him to explain his no vote to me. Asked him to explain why you can tag a Tom Car or a Golf cart but not a mini truck. Will wait and see if I get a reply. Was looking good up until the end there. What are your chances of getting another vote on this? Terry

    Terry... If this fails session, Sen Ron Gould said we will be back a square 1. We well have to re-introduce this bill next session. So far however, things are still ok.

    Just get the word out to these guys and EMAIL the Heck out of them!!!!! Tell your friends and family to do you a favor and email these guys!!!

    I got info from Sen Ron Goulds people that the ADEQ at (602) 771-2301 or (800) 234-5677 are asking about emmission air quality on these trucks.

    It may hamper votes he said.

    I told hime that these trucks come with catalytic converters. I told Ron's people that I will have one smog inspected.

    I live in Lake Havasu City AZ and we don't require smog so there are no smog stations in my area.

    I can trailer one 120miles to a smog station away but would rather find somone in an area that has smog stations in there are....

    So if anyone out there in AZ or in any other state has a chance to take one near where they live and get there truck smog inspected, I will pay you for the smog and gas!

    i had mine tested in my pursuit of registration before it was kicked back, let me know what info you want off the cert. maybe i can get it scanned and put into the computer for you to have all the info, the best part? my truck is OBD II compliant ;) which means their computers plug right into it to read all the dirty details :) it passed with flying colors

    My long time friend hosts a talk raido show on Sun nights here in Phx on AM raido 1100. Sen Ron Goulds was to be on the show last sun, but was a no show.. I talked, and emailed this link to my friend about this bill... .. My friend say yes.. email or call all the voting parties.
    My lil Daihatsu. is street legal here in Phx, Az.. maybe the only one..... it passed emmissions.

    Can you email or fax my what you got?

    I am taking two trucks to NEEDLE CA for Ca State Smog Check Sat 7 June. I spoke to the Smog station & they were very pleased to help and are also interested in if AZ has any luck with the MVD/DOT.

    If there is anyone out there that has a smog certificate and would be willing to send a copy my way from any state, it would be good ammunition against the difficult AZ MVD and the ADEQ!!!!

    Not sure where you got your information on my vote on SB1464, but, unfortunately, I was out of state when this bill was voted the first time in March. When it came for final vote on June 3, I was at home after having just been thrown from a horse and breaking 8 ribs. The vote notation is marked with 3 categories -- AYES, NAYS, NV (not voting). I was marked in the last category.
    I have looked over the bill and see no reason that I would not have supported it. I note that a motion to reconsider has been made. If, at all, possible I will be available for the reconsideration and will support this legislation.

    Well Today I went to Needles Ca to smog my 2002 Suzuki Carry. The OBD port however would not link with the Stations computer. No big deal.

    The tech said the truck did excellent!

    The Biggest Gov agency against Mini Trucks that but restrictor plates due to environmental concerns. Did they ever SMOG one is my question!!!!!

    I think the next fight should be with the EPA on these trucks, clean, environmental performance!

    I applaud your efforts! ...this is a great thread to read. I've been busy and hadn't scanned the forum in a couple months. I really hope this passes in AZ. Is it true that OK made them street legal? I have spoken to a couple of customers in OK and they said they were legal on the streets now! Really hope this catches on in Texas. I bet we get a dozen people email or call everyday asking if they can drive Mini's on the streets.

    I live in Oklahoma and haven't seen any on the street yet. I was told the law goes into affect on 1 Nov. I waiting and ready to put the plates on it once they figure out what paperwork needs to be done to get a plate.

    It makes no sense why you would vote NO!!!

    I smog tested one of my trucks today and it PASSED with flying colors according to the smog tech who stated, “Excellent Results!”

    The People of Oklahoma had there version on Mini truck road use singed into law 30 April 2008 and takes effect 1 Nov 2008!!!

    Why would you vote no on a vehicle that will help us out at the pump getting 50mpg, passes smog inspection and has Air Conditioning and DOT Stickerd Windshields!!!

    Currently there are Yamaha Rhinos, Polaris Rangers and Kawasaki Mules on the road today with MV plates that HAVE NO SMOG EQUIPMENT, Plexiglass, non DOT approved windshields and no Air Conditioning or Heat!!! Yet you resist.

    Why do you vote no?

    This is the information which Senator Meg based her NO vote on:

    Venture trucks are Japanese mini-trucks manufactured before 1999, which are currently imported into the US as agricultural equipment. As such, they bypass the USDOT and EPA inspections. Concerns are as follows:

    -They do not meet USDOT safety standards.* -There are no ownership documents (neither title nor manufacturer certificate of origin).

    -They do not have VIN plates.

    -The potential for pollution is quite high; they likely cannot pass emissions standards in Maricopa, Pima and portions of Pinal counties.

    -They have relatively high mileage for such small engines (usually 30,000 to 50,000 miles).

    All of the large dealers in these vehicles display warnings on their websites that these are farm vehicles, not intended for road or highway usage.

    Only three states have classifications for these vehicles, and all three states classify them as off-highway slow-moving vehicles. Final best practice recommendations to states will not be available until next year, but working group members are leaning toward recommending that states not title or register these vehicles.

    *Under SB 1464, these vehicles are exempt from insurance, safety glass and mud flap requirements.

    SB1464!!! Facts that you should know about before incorrectly vote!!!

    What or who are you protecting? What public has come out in protest against these trucks?

    1. These Japanese truck years imported are 1990-2007

    2. Imported as an offroad farm vehicle?
    The STATE of AZ allows Offroad vehicles that meet equipment guidelines to be used onroad. These are the same types of vehicles that City fire, PD and city maintenance use EXCEPT THESE trucks "HAVE" Smog controls, DOT GLASS, and AIR CONDITIONING!!! So you say to these people, No chance for AC in the hot summer months. Our CITY FIRE chief Chip Sholisky stated he has interest in these vehicles for his crew!

    3. No vin "Plate"? Nor do the ATC's, UTV's currently allowed on the road today. The People do want these vehicles! Why do you resist? 50mpg w/AC!

    4. Not likely to pass smog? What evidence do you have? Is this how you represent us? Decisions based on rumors? THEY DO PASS SMOG! I have the smog paperwork to prove they out smog the majority of vehicles on the road today! I can Fax, E-mail you or even hand deliver them personally!

    5. UTV's (Rhino's, Rangers, ATV's ect) currently on the road ARE WITHOUT SMOG EQUIPMENT! The mini trucks HAVE smog equipment!

    6. High mileage? They come 6,000 to 40,000 on average. This is no different than the used Japanese 36,000 motors that the EPA allows. What's the difference? Why is it a problem?

    7. Dealer web site warnings are because the EPA and there state law disallows them otherwise for street use. The truth is that ALL DEALERS would allow them to be street legal! Ask for yourself! The Dealers don't want trouble from the law if there are no laws that support street use. That is why they post warnings! There are dealers that have been investigated (Online Dealer accounts) by whistle blowers interested parties that do not want these trucks here for fear of competition! It is a money issue! Though not serving the publics interest is bad politics!

    8.Not intended for Street use? All UTV's, ATV's, Buggies STATE not intended for street use! Yet there on the street today thanks to our state congress!

    9. Three State Classifies these vehicles as slow moving? The state of OK signed into law Apr1,08 normal access to street use. N/S Dakota allow norm highway use as well. Only the state of TX classifies them as Slow moving vehicles.

    10. Exceptions from a. Insurance, b. Safety glass or c. mud flaps?
    a. Financial liability is a risk one takes if they cause an accident that dose not wave there personal liability to damages caused! Most like myself WOULD get insurance! Is nice if we had the choice though.

    b. Did you know ALL MINI trucks come with "DOT STAMPED" safety glass??? All of them!

    c. Mud flaps? You need to look closer at all the UTV's and ATC's on the road today, for that matter, many 4x4's! Is this really why you would vote no? ALL MINI TRUCKS HAVE MUDFLAPS INSTALLED!!!
